About the quality management system

Increasing competitiveness in the international aviation market and increasing economic pressure from the international market dictate today in the aviation industry have a certified quality management system (QMS). Global quality management standards are a prerequisite work of aviation enterprises.

The most recognized in the world today are the management system, were embodied in the international standard ISO 9000. The advantage of these standards is that they provide an opportunity to build on their base a system of enterprise management, which provides customer satisfaction and all other stakeholders - owners, shareholders, employees, suppliers and society as a whole. And as international experience shows that a properly designed and implemented QMS necessarily leads to increased competitiveness and economic viability of the enterprise.

Building an effective QMS - a procedure responsible, and is complicated, time-consuming, costly and time-consuming process.

The first thing you need to start - this is really aware of the need to establish such a system in the enterprise. It is important that the idea of continuous improvement imbued with senior managers, middle managers, professionals and staff in general. As a rule, existing in the organization of conservatism and lack of competence of personnel in the QMS, constrain its development and implementation. The main difficulties are caused by the formal relation to the procedures and requirements of the QMS, these include:

  • neglect;
  • the idea that everything will work itself that QMS - this is some add-in application, addition (in fact, quality is defined and created at all stages of the life cycle);
  • the idea that the availability of documentation, identification of processes and procedures and have QMS (creation of the necessary documentation and determination of action - only the initial conditions, but require a lot of time);
  • QMS isolation from management planning and finance;
  • weak involvement and training.

In this regard, aviation personnel necessary basis of knowledge, including the basics of the new management, new views on the market, competition, cooperation, on the relationship between all the stakeholders. Staff training standards ISO 9000 is a fundamental factor in the successful operation.

An organization needs to develop a new method of management activities - management system of interrelated processes. An important aspect of this role is to manage the relationships between people, departments within the enterprise with suppliers, customers. Must be put right, clear objectives, which explains all the staff, and for every employee they have become a standard assessment of their actions.

Very interesting and correct thesis have company "Mercedes" - "Quality should be in your head." With regard to the quality of the enterprise must always be present a new philosophy: abnormalities, defects should not be in principle. The reason for all the mistakes are always wrong actions. To avoid errors, you must determine the correct sequence of actions described (formalized) them to develop guidelines for the implementation and monitoring of the correct action. In other words, quality control should be constructed so that the deviation from the specified requirements warned, not corrected after they were discovered. For quality must meet each in his place, all units should improve the quality of services in the labor process and production: ongoing training for workers, improve equipment, technology, etc.

An effective QMS is the basis of safety, regularity and efficiency of flights, which have always been currently three main objectives of the aviation industry.

In the Enterprise "Kyrgyzaeronavigatsiya" it was decided to develop, implement and certify QMS not immediately across the enterprise, and gradually, first in one direction of activity, then another and so on.

Getting to the development of QMS, wanted to create a real and effective system that would bring practical benefits of the enterprise, which would help employees in their main job. Development and implementation of the QMS was started with the activities of providing meteorological services to civil aviation. In April 2014, the State Enterprise "Kyrgyzaeronavigatsiya" successfully passed certification, and in May was the certificate of conformity of the QMS for the provision of meteorological services for international air navigation requirements of ISO 9001: 2008.

Among the immediate plans of the company - is the development, implementation and certification of aeronautical information services (AIS).

Activities for the establishment and development of the QMS should be considered as a successful investment in the future of the enterprise.
